Value chain analysis as an enabling technology for optimal application of software engineering standards to business processes in software development organisations

Software industries unlike other industries have been lacking the productivity gains through quality improvement programs, suggesting failures in the application of software engineering standards to software development. This paper increases the understanding of how quality management systems (QMS) which are based on software engineering standards are incorporated into systems development methodologies and considers what institutional and cultural barriers to the smooth application there may be. By using QMS system implementation and the value chain analysis as examples the paper looks at ways to make the interaction between software and other business processes in software development organisations to improve competitiveness.
